Understanding your commercial electrical safety responsibilities

From the Electricity at Work Regulations and BS 7671 to electrical inspections, emergency lighting and fire alarm testing, understanding the relevant standards and safety responsibilities can help your business maintain safe electrical systems and meet its obligations.

Regulation or standard

What it means for your business

Commercial electrical safety
Electricity at Work Regulations 1989

Electrical systems must be maintained to prevent danger, so far as reasonably practicable. Businesses should identify electrical risks and take appropriate steps to manage them.

BS 7671 Wiring Regulations

BS 7671 sets out requirements for electrical installations and provides an important technical reference for installation work, inspection and testing.

Commercial EICR and fixed wire testing

An Electrical Installation Condition Report assesses the condition of fixed electrical installations and identifies defects or potential hazards. Inspection intervals depend on the premises, installation and associated risks.

Emergency lighting – BS 5266

Emergency lighting should be appropriately inspected, tested and maintained to help ensure escape routes remain illuminated when normal lighting fails.

Fire alarm systems – BS 5839-1

BS 5839-1 provides recommendations for fire detection and alarm systems in non-domestic premises, including inspection, testing and maintenance arrangements.

Fire Safety Order 2005

The Regulatory Reform (Fire Safety) Order 2005 places fire safety duties on responsible persons in relevant premises in England and Wales. These include assessing fire risks and ensuring appropriate fire precautions are maintained.

Portable appliance testing (PAT)

Workplace electrical equipment must be maintained safely. PAT testing may form part of a risk-based maintenance approach, but annual PAT testing is not a universal legal requirement for every appliance.

Electrical defects and remedial work

Defects identified during inspections should be assessed and addressed according to their severity. Dangerous conditions may require immediate action to protect people and property.

Inspection and maintenance records

Keeping appropriate inspection reports, testing records and evidence of completed repairs helps businesses monitor electrical safety and manage ongoing maintenance.

What types of testing might your business need?

Different electrical inspections and tests serve different purposes, from assessing fixed wiring and checking emergency lighting to testing fire alarms and investigating electrical faults. Understanding what each involves and when it may be needed can help you plan appropriate electrical safety checks for your premises.

Type of testing

What it checks

Purpose of testing

When it may be needed

Typical circumstances
EICR and fixed wire testing

Assesses the condition of fixed wiring, circuits, distribution boards and protective measures, identifying deterioration, defects and potential electrical hazards.

During periodic inspection programmes, when taking responsibility for premises, following concerns about an installation or when an inspection is recommended by a competent person.

Emergency lighting testing

Checks the operation of emergency light fittings, illuminated exit signs and battery-backed lighting during simulated loss of normal power.

As part of scheduled emergency lighting checks, following repairs or alterations, or when fittings fail to operate as expected.

Fire alarm testing

Checks relevant fire alarm functions and equipment, including detectors, manual call points, sounders and control panel indications, as appropriate to the testing procedure.

During routine user testing and scheduled servicing, after relevant system changes or when a fault or warning is reported.

Portable appliance testing (PAT)

Uses visual inspection and, where appropriate, electrical tests to assess the safety of portable and other workplace electrical equipment.

Where risk assessment indicates testing is appropriate, particularly for equipment exposed to damage, frequent movement or demanding working conditions.

Electrical fault finding

Investigates specific electrical problems, including circuit trips, intermittent power, faulty connections and unexpected equipment or lighting failures.

When electrical faults occur, problems repeatedly return or further investigation is needed to establish the cause of an electrical issue.
